To become a NEMCo Volunteer complete the on-line application (PDF) and email the completed form to Carl Lunak, NEMCo Emergency Manager, at

NEMCo volunteers consist of Federal Communications Commission (FCC)-licensed members of the Radio Amateur Civil Emergency Service (RACES), Community Emergency Response Team (CERT) members, and community volunteers. These teams coordinate to assist local partners in related events and preparedness activities.

Membership is not required to be a NEMCo community volunteer. However, we do recommend obtaining a NEMCo membership as a credentialed Emergency Worker, which involves a background check and being registered as a Washington State Emergency Worker to support vital volunteer roles during events or a disaster.
Membership in RACES additionally requires an FCC-approved Amateur Radio License. RACES Leadership periodically offers a training course to those wishing to obtain their Technician level license. They will be announced on the Home page as they are scheduled.
