Training was on Contribution Management. Then we disassembling 50 donated expired Fire Aid kits, harvesting bandaging and other materials for training, giving away a nice hard-sided box that says First Aid on it.

Our Emergency Manager, Kevin Lowery, opened our Workshop, discussing NEMCo’s mission and how we educate the community by offering these workshops.
We were privileged to have Capt. Andrew Leith, of the Shoreline Fire Department, present an overview of the fire department and how the 911 system operates, especially in very high volume times, which would occur after an earthquake. Advanced preparedness to handle unavoidable delays in response time means people need to understand their utilities and have a minimum of 72 hours or longer to ensure they have prepared in advance for their medical needs, drinking water and food storage. As an adjunct to his presentation, we had a floor model of some common utilities and provided some instructions on how to properly shut off gas and water units. In the lobby we had a table demonstrating examples of some go-bags to guide you in preparing your own. Make a plan, work together with your family and neighbors, and you’ll make it through most emergencies!
Robert Grinnell, our senior radio expert, presented information on the different types of radios that may help you to communicate with your family, friends, and neighbors, ranging from FRS, GMRS, and amateur radio. When cell towers and the internet are down having an alternative method of communication will be invaluable— not just to let your loved ones know you are okay but to obtain crucial information not otherwise available.
Pat Ducey, a NEMCo member and Shoreline resident, also taught participants how to properly use a fire extinguisher to put out a fire. He gave a live fire demo in the parking lot to ensure everyone had these skills sets and knew the appropriate types of fire extinguishers for different categories of fire, e.g., chemical, wood, common kitchen fires. Practicing these skills in a controlled, safe environment was informative—and fun!
We had other demo tables showcasing various radios and first aid kits, including Stop the Bleed trauma kits. We also provided a number of written resource materials and recommendations on others to aid participants in their preparedness journey. Our goal is to provide our community with information to start collecting your resources to feel confident and well-prepared in any emergency. We will offer variations of this workshop in 2025!

November 23, 2024 CERT Activation and RACES Fifth Saturday drill
We had several volunteers activate on Saturday since power continued to be out at Lake Forest Park. Our CERT team managed the power distribution device charging center at LFP City Hall. We had several community members drop by to check on when the power was expected to be turned on and a few charged their devices.
At Fire Station 51 the RACES team conducted a Fifth Saturday communications drill and successfully used simplex to contact one of our members in the LFP parking lot as our EOC radio unit in the building had no power. Our at-home RACES member assisted in training new hams in formal message traffic and learned how to both receive and transmit messages.

November 16, 2024. Sandbagging.
Several members refreshed their sandbagging skills in preparation to assist the community during upcoming flood events this winter season. The Shoreline station at Hamlin Park provides free sand, bags, and the filling structure for use by the community.

November 12, 2024 CERT General Meeting
We had 31 volunteers join us at Fire Station 51. Kevin reminded everyone to nominate our next steering committee by sending him an email in November. The announcement of the new steering team will be made at the Saturday, December 14th End of Year Event. Outreach highlighted workshop activities with the disabled community and introduced new webpages under RESOURCES for the Disabled Community and Winter Preparedness. Pat conducted a training session on using generators and generator safety. The training presentation is available here.

November 8, 2024 to November 10, 2024, G0428 CERT Train The Trainer
All 24 students from Snohomish and King County, 13 from NEMCo, successfully passed the three-day class and received their CERT Instructor Certificate and Badge. Many new friends were made, and we all learned a great deal to improve our teaching skills. NEMCo presented each instructor with a NEMCo challenge coin in appreciation for their support and outstanding instruction.
The course provided an overview of FEMA's Community Emergency Response Team (CERT) Basic Training course and then focused on the Train-the-Trainer program, preparing instructors to:

Deliver CERT Basic Training.

Convey the messages and intent of the CERT program (e.g., safety, teamwork, CERT's place in the overall community Emergency Operations Plan).

Ensure that participants achieve the objectives of CERT Basic Training.




November 7, 2024, Drone Team Community Open House and Birthday Party.

The Northshore Emergency Management Coalition (NEMCo) launched a community volunteer training program in Emergency Response Drone Operations in July 2023. As the first comprehensive emergency management drone program in Washington State, this specialized team is tasked through NEMCo’s Emergency Manager with providing first responders, cities, utility districts and local government agencies the resource of on-site aerial imagery for emergency management and incident response.
NEMCo’s drone training is a comprehensive program that prepares community volunteers for deployment in ground, air, flight, and data operations. The training is based on national qualifications and Federal Aviation Administration (FAA) operational standards.




November 6, 2024 Disaster Planning for the Disabled Community
The Disaster Planning Workshop for the disabled community was held at West Hills Elementary School in Bothell. It was presented by the Northshore School District Special Education Department in partnership with the NSEC PTSA and with assistance from the Northshore Schools Foundation, Northshore Council PTSA, Northshore Emergency Management Coalition (NEMCo), and the Bothell Fire Department. NEMCo brought an electronic fire extinguisher, allowing children and adults to practice their fire suppression skills. October 26, 2024 CERT Class Graduation
Congratulations to our CERT Class!
The Community Emergency Response Team (CERT) is a FEMA developed program that educates community members on disaster preparedness and hazards in our region. CERT trains you in basic response skills to hazards. Training includes utility and fire safety, search and rescue, Medical Operations and overall Preparedness.

October 23, 2024. RACES Year End Meeting.
At this meeting we conducted RACES refresher training in Formal Traffic Messaging (e.g., prowords and introductory words) in preparation for this year's Statewide Fifth Saturday drill, introduction to Narrow Banding, which will become mandatory for repeaters in the coming years, and Performance Standards for RACES members. As we develop more information they'll be included on our RACES pages.

October 8, 2024 CERT Volunteer Meeting
The NEMCo Steering committee nominations/elections have started. Kevin L. NEMCo Emergency Manager will send out an e-mails to everyone. We are to e-mail him with nominations.

September 21, 2024 Shoreline Fire Open House
The Shoreline Fire department held an open house at their administration building on the corner of 175th and Aurora.
Kids brought their favorite stuffed animal for the Teddy Bear 1st Aid Station. They Sprayed water from the fire hose. Watch demos of vehicle extrication. Both the ACS group and NEMCo attended the safety fair.

September 14, 2024 Community Preparedness Fair at the Third Place Commons in LFP.

This was a free community event sponsored by NEMCo where emergency management, police, fire, King County OEM, DART, and ESAR provided information about how to be prepared for an emergency or a disaster. There were short presentations on how you and your family can be prepared. We also had a fire extinguisher and utilities demonstratation.

September 10, 2024. Quarterly all-volunteer meeting.
We held our quarterly meeting which was well attended. It was a great evening of learning about MIH, RCR and celebrating our volunteers with cake.
Special Guests:
We were thrilled to have our guest speakers, Annie and Bethel, from the Mobile Integrated Health (MIH) Shoreline Fire Department. MIH of North King County is the non-emergency follow-up team after a citizen calls 911 and has been referred by the Fire Department.
We also had Renee from the newly formed Regional Crisis Response (RCR) Agency, a collaborative effort among the north King County cities of Bothell, Kenmore, Kirkland, Lake Forest Park, and Shoreline. This initiative is providing consolidated and standardized regional mobile crisis response services for our five-city region. They respond with Police during a crisis event.
This was an awesome discussion and we will write-up a seperate article covering key points.

Several of our amazing volunteers who contributed to our outreach tabling events and the RACES (Radio Amateur Civil Emergency Service) members who have significantly developed our communications activities.

August 23 to 25, 2024 CERT Program Manager Training
Several of our NEMCo volunteers completed the three-day CERT program manager training. This three-day course provided participants with the knowledge, skills, and abilities necessary to manage the Community Emergency Response Team (CERT) Program. The class prepares you and gives you the tools to succeed in overseeing and establishing a successful team. Visit www.ready.gov/cert to see Washington CERT standards. August 22, 2024 CERT Basic Simulation - NSD Teachers
Congratulations to the Northshore School District (NSD) teachers who completed the CERT basic class during the teacher summer institute training! The Community Emergency Response Team (CERT) program equips individuals with essential skills to respond to their community’s immediate needs after a disaster, especially when professional responders are not immediately available.
NEMCo volunteers during the final simulation, supported radio operations and hands-on exercises including: Medical, Search and rescue, lIfting/cribbing and hand-on fire suppression. One NEMCo volunteer created realistic scenarios with moulage for medical response practice which added an extra layer of authenticity. Kudos to the teachers for their dedication and excellent performance!

August 13, 2024 CERT General Membership meeting.
At this meeting we reviewed the group's progress and upcoming activities.
It was announced that NEMCo's J. Paul will be heading up the development of an animal emergency training program which will include Animal first aid, pet preparedness, shelter laws, wildlife and community animal outreach programs.
The mini training was about Disaster Sanitation. This presentation focused on the clean water side of sanitation, including sources of water, making water safe, and stoarage of water. We also delved into the darker side of sanitation, which is where the poop goes when you flush the toilet.
One of our volunteers was recognized for his contribution during the 5K run Event.

August 6, 2024 National Night Out

National Night Out is an annual community-building campaign that takes place on the first Tuesday in August. The campaign's goal is to make neighborhoods safer and more caring by strengthening police-community partnerships and neighborhood camaraderie. It also aims to increase awareness of crime prevention and encourage participation in local crime prevention efforts.
This special evening aims to strengthen our community bonds by encouraging everyone to step outside and connect with their neighbors for a delightful gathering filled with fun, food, and a strong sense of togetherness.
National Night presented an excellent opportunity to familiarize yourself with those living nearby, as well as the dedicated first responders who serve our city. Throughout the event, city staff, NEMCo volunteers, police officers, and firefighters visited as many neighborhood parties as possible.




Our NEMCo Drone Program turned ONE this July!
The team has 29 members at various levels of training in the areas of operations, ground, air and flight safety. The NEMCo drone program is open to anyone interested in working around and flying drones.
Coming this Fall and Winter, NEMCo will be offering a full training schedule for anyone who wants to join the team. For more information on the NEMCo Drone Team, chat with the team at its general meeting on the first Thursday of every month at Kenmore Fire Station 51 or email NEMCoUAS@gmail.com.

July 13, 2024 LFP Safety Day & Bike Rodeo for Kids
The Lake Forest Park Police Department hosted a fun event in the parking lot in front of City Hall. The event featured a Bounce House, Cotton Candy Machine, Dunk Tank, Bike Courses for Kids, Food Vendors, and Free Lifejackets & Bike Helmets. NEMCo had 11 volunteers present with a table set-up, where we shared Preparedness information.
The highlight at the NEMCo table was the bubble machine, which attracted many families. This provided an opportunity to introduce them to Alert Northshore, NEMCo, and the upcoming CERT class. This year, we had a much larger area, showcasing our drone capability and all our RACES and CERT items. It was a great day.




July 4, 2024 Fireworks at Long Boom Park

The event kicked off at 7:30 pm with music, food trucks, face painting, games, and crafts, and the fireworks show began at 10:00 pm. NEMCo RACES and CERT volunteers along with Shoreline ACS had approximately 14 volunteers that were present to support a first Aid tent, radio communication and waking patrols to ensure everyone was safe.
Our NEMCo first aid tent was hopping with activity as you can see in our picture and three teams patroled the park.




June 22, 2024 Community Preparedness Workshop

NEMCo held a Community Preparedness Workshop, part of a program to help citizens in our area become better prepared to handle emergencies and disasters. NEMCo will offer another workshop in the fall.
Attendees at the workshop learned about the ACT (Antidote, CPR, Tourniquet) to Save a Life program, which teaches life-saving skills on what you can do before an ambulance arrives. The students had hands-on practice doing CPR and applying a Tourniquet There was also a presentation on the hazards we face in our community and in our home and the simple yet effective steps citizens can take to prepare for a disaster. Each participant received a Resource Guide and various checklists to provide more detailed guidance to assist them in preparing and handling emergencies in their community. After the classroom portion, participants did a hands-on exercise putting out a fire with a fire extinguisher.




June 11, 2024 All Volunteer Meeting

Before the meeting officially began, attendees had the opportunity to explore the Snohomish DEM COOP (Continuity Of Operations) trailer. Snohomish County, having some funds at their disposal, invested in this compact trailer. It’s equipped with batteries, solar panels, network gear, and supplies that can establish an internet hotspot to support Wi-Fi calling. Additionally, radios provides an extra layer of communication capability. The trailer also features an AC inverter that powers external lights and offers charging capabilities. For larger, intermittent loads, a generator is on hand.




The trailer’s storage capacity accommodates tables, chairs, canopies, cables, and even an electric and chain saw. This versatile unit can serve various purposes, such as supporting a remote Emergency Operations Center (EOC), acting as a remote radio repeater, extending internet into remote areas, functioning as a volunteer registration center, serving as a surveillance station, and even operating as a public hotspot.
As the meeting commenced, Pat introduced everyone to the new Utility display unit. This unit, designed for easy movement and storage, houses an electrical panel, water meter, and gas unit. The electrical panel, adorned with lights and visible damage, can be utilized during our CERT simulations.
The NEMCo team provided updates, highlighting that the next significant event is on July 4th. Volunteers who are available to support the event are encouraged to register in Volgistics. Furthermore, several events are lined up for July and August, including National Night Out, which NEMCo will be supporting. This meeting served as a testament to NEMCo’s commitment to community safety and preparedness.
June 1, 2024 Pancake Breakfast and Safety Fair

Every year, Fire Station 51 in Kenmore hosts a pancake breakfast and safety fair. Along with a myriad of other vendors who deal with safety issues and emergency preparedness, NEMCo sets up a table to share efforts to educate and train our community. This year we added a separate utilities station to demonstrate how to safely turn off home utilities and a drone table to talk about a new program NEMCo has instituted. All our efforts were so well received and we enjoyed communicating with the public and our other partners in making this year's event such a success.
The event had demos on using water hoses, car extractions, obstacle courses, and a calming area, where children and adults could come and color or just relax with a comfort dog (pictured is Lily, one of three amazing dogs).



June 5, 2024 Woodinville High School (WHS) CERT Final Simulation

Over 30 WHS students participated in a large-scale disaster simulation. After a 6.3 earthquake, they were asked to work as teams to extinguish fires, safely rescue a person from under heavy debris using cribbing materials and techniques, and also to search a building with no power and unknown hazards in order to find survivors who needed help (which included many infants, as the high school had been hosting "bring your kids to work day" for the staff). They also operated radios and tracked information that came into the command center from the field teams and were involved in medically assessing and caring for survivors in a medical facility. Triaging (sorting) survivors by severity of injury and need for professional care as well as constantly reassessing them for changing conditions and sometimes transporting them by flexible stretchers were some of the medical assignments.
These exercises are intended to train community members the best practices for being safe and skilled while they are waiting for help to arrive. Triage is an excellent everyday skill to have, as it has taught these students how to identify the speed at which someone needs professional help, should they ever find themselves in that position. Mrs K has also trained these students in CPR. Life-saving skills are in great need amongst community members.
Way to go, Falcons! Your ability to contribute to any community you live in, work in, or visit has grown in a new way!
The event was supported by staff and volunteers from Bothell Fire Department, Northshore Emergency Management Coalition (NEMCo), Carnation-Duvall Citizen Corps, and Northshore School District Safety and Security and Emergency Preparedness teams.








May 11, 2024, Pack the Park
Lake Forest Park held its Pack the Park Event to support the Friday Food Pack Program. NEMCo volunteers were positioned throughout the course to provide aid to participants; a manned first aid station was set up at the park. We were ready to assist any injured runners or walkers but fortunately there were no minor or major injuries!

The Community Emergency Radio and Family Communication Class was held. During this class, participants learned how to set up a Family Emergency Communication Plan, where to obtain Local News and Information, how to operate FRS/GMRS handheld radios during a community emergency, and how to establish a Neighbor-to-Neighbor Network with their radios. This class is essential for developing basic community preparation skills, and no previous radio experience is required.

June to May 18, 2024, CERT Basic Class

This was the second of four classes for 2024! This 7 week format class provided the base knowledge needed for community emergency response; covering the areas of fire safety, basic first aid, disaster medical operations, triange, light search and rescue, utilities management and much more. Lessons were presented in an easy to understand, step-by-step process, with a follow up hands-on training. This class was introduced to a new Patient Medical Card
and the Medical Treatment Area Roster form now available on our CERT tab. We also made available the Make-up-Class-Form (pdf fillable).
NEMCo CERT specific slides have also been made available on the CERT Tab.
Participants were invited to join their local CERT and continue to further this skill set. Anyone interested in volunteering or attending our next trainings or exercises, please remember to keep an eye on our Home page.
April 6 and 13, 2024, Amateur Radio Licensing Class and Exam

NEMCo sponsored an Amateur Radio Technician class, culminating in the FCC-licensing exam. Dan Stevens of the Mike & Key Club provided instructors and the Volunteer Examiners. 20 Students took the class: 17 of them received their Technician license, 2 received their General license, and 1 their Extra license. Congratulations to all of our new area hams! Area hams are welcome to participate in our RACES meetings held on the fourth Wednesdays of every month, beginning at 7pm, at Kenmore Fire Station 51!
NEMCo welcomes Chase Walker, Debbie Dwyer, and Lisa Oshira to the Ham Technician ranks while Maggie Paige received her General license.
Following the class, Robert Grinnell set up a portable HF station to provide students with an opportunity to hear contacts from around the U.S. NEMCo is exploring HF options for our radio program and we are fortunate to have an experienced operator.
Given the success of this class, we hope to hold more of these in the future.



March 30, 2024 5th Saturday Exercise

NEMCo’s commitment to fostering a resilient community through proactive training and exercises was demonstrated when the Community Emergency Response Team (CERT) conducted a Rapid Damage Assessment (RDA) Drill as part of the state’s 5th Saturday Drill on March 30th. A Rapid Damage Assessment (RDA) is a critical process conducted by emergency management officials and response teams following a disaster. Its primary purpose is to swiftly evaluate the extent of damage caused by the disaster and assess its impact on affected communities.
The RACES (Radio Amateur Civil Emergency Service) was also activated and contacted many surrounded Emergency Operations Centers (EOCs). A HF (High Frequency) radio was successfully set-up and used to monitor Washington State Emergency communications.
In summary, the CERT and RACES amateur radio operators actively participate in the 5th Saturday Drill to hone their emergency skills, strengthen inter-EOC coordination, and contribute to the overall resilience of Washington State during a crises.
March 16, 2024 BBP/PPE Training

This was our annually required volunteer class to be NEMCo field deployable. It addressed Blood Borne Pathogens (BBP) and Personal Protective Equipment (PPE) training.
We discussed basic PPE which is an umbrella term for any safety garment or accessory worn by CERT members. PPE includes: CERT green Hard Hat, Safety gloves, Medical grade nitrile exam gloves, Hi-visibility vest, N-95 mask, googles, and closed toes boots.
We reviewed how BBP are infectious microorganisms present in blood that can cause disease in humans. These pathogens include, but are not limited to, hepatitis B virus (HBV), hepatitis C virus (HCV), and human immunodeficiency virus (HIV), the virus that causes AIDS. We all had an opportunity to put shaving cream on our medical gloves and practice removal. It is a lot harder then it looks to ensure no splatter.

March 12,2024 All Volunteer Meeting

We had an awesome turn out to our all volunteer meeting. Mike Harden, Chief of LFP Police talked about how much the Police Department appreciated our volunteers and what a vital role they have supportng our community. He addressed NIMS, ICS, and the Police role of safety and security after a major earthquake.
Robert Grinnell introduced us to the amateur radio world of communication covering all the different frequesncies use, various applications and how to get our ham license. The 1Q2024 slide show overview all the activities NEMCo has supported so far this year.



February 24, 25 and March 2, 2024
Three-Day CERT Basic Class

This was the first of four classes for 2024! The speed at which this class filled up is a testament to the desire of our families to get informed and involved. The class provided the base knowledge needed for community emergency response; covering the areas of fire safety, basic first aid, disaster medical operations, light search and rescue, utilities management and much more. Lessons were presented in an easy to understand, step-by-step process, with a follow up hands-on training. After this 3-day course, participants were invited to join their local CERT and continue to further this skill set.

First Aid and Medical Op's Refresher

This class was one of our our annual mandatory trainings for NEMCo Volunteers. A basic refresher that helped us identify the signs of survivor life. The class covered: calling 911, Basic First Aid and CERT medical operations. We also reviewed stop the bleed and applying a turnquest. Use of an AED and Child / Adult CPR. Reviewed whhhat should be in an emergency response first aid kit. Everyone was encourage to get First Aid certified. January 24, 2024 NEMCo Participates in Woodinville High School CERT Simulation

NEMCo was invited to participate as CERT evaluators of the Woodinville High School (WHS) Emergency CERT Class semester final mini disaster simulation. The event was also observed by the NEMCo's Emergency Manager, the Eastside Fire & Rescue Emergency Manager and Wildfire Mitigation Specialist, NSD Director of Safety & Security and the City of Bothell Emergency Preparedness Coordinator.
WHS has a half credit elective class that teaches high school students the FEMA Community Emergency Response Team (CERT) program, First aid, Active shooter Run, Hide Fight and provides an introduction to Ham/FRS radios. On simulation day, NEMCo supplied the live fire pit with fire extinguishers, the lifting and cribbing materials for student use. Three NEMCo certified CERT Instructors helped assess the students’ performance during this event and ensure safety during the activities. All the students did exceptionally well and passed their final hands on demonstration.
Two CERT classes, a total of 32 students, were given a disaster scenario and had to demonstrate their response skills in five areas:
1. Incident Command which involved overall management of four deployed student CERT teams via hand held radios.
2. The Medical operations team assessing victims in a first aid station and determining who needed immediate lifesaving medical attention.
3. The Light Search and rescue team had to search for survivors in a school class room which tables and chair overturned. Survivors were in the room and had to be found.
4. The Lifting and Cribbing team had to extricate an injured survivor from a simulated 200 lb wall collapse. Using a metal bar, fulcrum, and blocks of wood as cribbing successfully lifted the wall and removed the survivor.
5. Live Fire response with extinguishers. The team had to successfully put out a fire using the P.A.S.S. method.
Each CERT teams had to work quickly, as they only had 10 minutes for each assigned area and then rotated to the next assignment. It was amazing to watch teens organize themselves and implement their training successfully helping save survivors in this simulated mini disaster. Well done WHS students!

Community Drone Training
NEMCo held an overview of the operational missions, and what it means if you see a drone in the air. We are also looking for volunteers to join the drone team. If you have an interest in drones and would like to participate, information on how you can get involved will also be presented. Training is starting soon and we have several positions including: Ground Safety, Air Safety, Flight Safety, Pilots and Data Processing. There is no previous experience required.

Emergency Operations Center Training

NEMCo held an EOC training for volunteers taught by Kenmore's Emergency Manager, Kevin Lowery. Volunteers were given information about the EOC's critical mission and duties through this class and how the EOC & NIMS are linked.

The EOC is set-up to provide support and coordination functions during an emergency. People with different skill sets and backgrounds come together to help the community during an emergency. The EOC was set-up as if a real life emergency occurred, allowing people to see what it will feel like. The class is designed to also show how different branches of an EOC should function together including the important ESF functions of RACES & CERT. The training ended with a real-life scenario involving many elements that pushed the team to apply critical skills to support the community during an emergency.

This class was an introduction on how to develop a family emergency plan and to use simple-to-use GMRS or FRS radios. GMRS radios require the purchase of
an FCC license but no testing requirements.
